Job Title: Leak Detection Technician—Daviess County Water District

Classification: Hourly

Immediate Supervisor: Supervisor and General Manager

OBJECTIVES:

 

To provide efficient and effective conservation program for water accountability within established Water District standards and Public Service Commission rules and regulations

 

To locate water losses using appropriate leak detection methods and maintain water accountability records

 

To stay current on changes in technology and best practices related to job responsibilities performed personally

 

PERFORMS PERSONALLY:

 

  • Monitors all water systems to determine areas of water loss using daily readings, SCADA usages and graphs, AMR/AMI software, GIS, CIS Infinity, monthly metering source reports, and other usage reports
  • Employs the most effective detection techniques available to located leaks or isolate water losses including traditional methods, electronic leak detection equipment, acoustical devices, software systems, and metering Contacts outside agencies such as Kentucky Rural Water Association (KRWA) for assistance when necessary.
  • Utilizes equipment including chlorine and fluoride analyzers, ground microphones, correlators, data loggers, leak sensors and temporary meters to isolate and identify water loss
  • Performs field work to isolate service line leaks, main line breaks, broken meter bottoms, and other occurrences of water loss
  • Creates service order for repair work when leaks are found on service lines, main lines, gate valves and Provides advice and guidance to repair crews on site when necessary to locate and repair leaks
  • Assists in maintaining unaccounted for water loss within Water District standards and total loss within Kentucky Public Service Commission Standards (PSC)
  • Verifies purchased water from Owensboro Municipal Utilities
  • Knowledge and use of Sensus Analytics to procure relevant information for leak detection comparisons
  • Works in conjunction with construction crews to ensure that all flushing activity is properly accounted for and reports
  • Ensures that all maps, including GIS, are current and reflect existing extensions and facilities, new extensions,

and improvements

  • Performs after hours operations when scheduled for standby duty
  • Other duties as assigned

 

Job Duties:

 

The following is a listing of general job duties for employees working in the maintenance

  • Operate Backhoe
  • Change pressure charts
  • Set time clocks for the tanks
  • Check water levels and pressure of the tanks
  • Fix water leaks on main lines and service lines
  • Do work orders - turning off and on meters and getting readings
  • Locate lines for other utilities and customers
  • Set fire hydrants
  • Set meters
  • Install main lines and service lines
  • Maintain current knowledge of water lines in the Daviess County Water District
  • Assists in the valve exercising program and all related data collection and paperwork
  • Oversee construction that contractors do for the Water District
  • Rebuild water meters for testing
  • Read meters
  • Assists in completing the meter change out program each year
  • Clean up customer's yards after leak repair
  • Put pressure recorder out
  • Do weekend rounds
  • Perform after hours operations when scheduled for standby
  • Mow and clean up around the tank sites and pump stations
  • Attend school for water distribution
  • Work according to safety rules and policies adopted by the Daviess County Water District, responsible for own safety, and report all accidents to supervisor
  • Wash and keep truck clean
  • Comply with traffic laws, regulations, and safe practices while operating any company vehicle
  • Climb tanks for inspection and maintenance
  • General maintenance on Water District equipment
  • Attend Water District Personnel meetings
  • Attend CPR training courses
  • Traffic control

 

Experience:

 

  • Must have 5 years or more experience in water system operations and maintenance or equivalent other
  • Must have or obtain a Water Distribution Operator's License through the Kentucky Division of Water

 

Skills and Knowledge:

 

  • Must have effective working knowledge and understanding of the water distribution systems, including operation of meters, pump stations, tanks and pressure reducing valves
  • Must have knowledge of leak detection techniques and procedures
  • Must be able to use GIS mapping system effectively to locate main lines, service lines and gate valves
  • Must understand how water is distributed throughout the system including how to backflow water when
  • Must have operational knowledge of Windows based computer operating systems and must have detailed understanding of Microsoft Excel and Word
  • Must have knowledge of First Aid and have successfully completed Red Cross First Aid and CPR
  • Should be willing to attend courses related to areas of work
  • Methods, tools and equipment and standard practice for locating and marking underground utilities
  • Regulations and laws and underground utility identification practices
  • Safety hazards, procedures and equipment used when working near underground utility lines
  • Any technical training or licensing required by management
  • Must have a valid driver's license

 

Work Environment:

 

  • Duties are performed in an outdoor environment that may include working in adverse weather conditions including extreme hot and cold conditions; may involve working in vehicular traffic; in dirty conditions; using soiling and greasy products; around insects or

 

Essential Physical Abilities:

 

  • Clarity of speech and hearing which permits the employee to discern verbal instructions and communicate with other employees and the public, and sufficient vision which permits the employee to comprehend written work instructions, work orders, maps, accurately read and enter data in a computerized system, and move over rough terrain
  • Sufficient manual dexterity which permits the employee to operate electronic handheld devices, write legibly, move water lids and perform maintenance
  • Sufficient strength to lift 75-pound objects for varying distances
  • Sufficient body flexibility, mobility, stamina and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching and other physical exertions, repair and replace water meter lids and moving over rough or unfamiliar terrain
  • Sufficient ability to sit or stand for prolonged period of time; climb stairs
  • Sufficient ability to endure prolonged exposure in adverse weather conditions including extreme hot and cold conditions

Tools and Equipment:

 

  • DCWD will provide truck and pertinent expenses: employee is responsible for keeping truck in good running order, engine maintenance, tires and cleaning

 

Uniforms:

 

  • DCWD will furnish uniforms; employee is responsible for see that uniforms are properly maintained. Upon termination or change in position when uniforms are no longer required, all uniforms should be returned. Any missing pieces will be charged to the employee
